Q1: How soon can the foreign workers be deployed to our project site in Ukraine?

A: In Approx 3 months. However, sometimes depending upon various factors, both in Ukraine and in sourcing country, this could take slightly more time.

Q2: As a Ukrainian employer, what are some of the best practices I should follow, to ensure smoother overall experience?

A: Below please find top 20 best practices and recommendations for Ukrainian employers to ensure an overall smoother process and experience:

1. Operate only in clearly safe and stable regions: Limit foreign worker placements to Western and Central Ukraine, away from active conflict zones. Clearly communicate the exact work location and local safety conditions to candidates early in the process.

2. Use legally compliant employment contracts: Ensure contracts fully comply with Ukrainian labor law, salary thresholds, tax requirements, and work permit regulations. Most visa delays begin with contract inconsistencies.

3. Start work permit processing early: Begin documentation and permit applications well in advance. Wartime administrative delays and embassy backlogs can significantly extend timelines.

4. Assign right priority and a SPOC ( Single Point of Contact) in your firm: Please assign one responsible HR or legal contact to manage all communication with RebuildUA, Ukrainian authorities, translators, notaries, lawyers and local Ukrainian authorites ( state employment services etc). Also assign right priority. Without the right priority for this SPOC person, there could be delays at each stage; which will get accumulated over time. This could cause a significant delay in the overall recruitment process. Hence it is a joint effort between Ukrainian Employers, RebuildUA and all involved stakeholders/authorities.

5. Partner with experienced immigration lawyers: Use legal professionals familiar with Ukrainian foreign labor rules, wartime regulations, and Indian document legalization procedures.

6. Provide complete and transparent job documentation: Supply detailed offer letters, contracts, company registration documents, salary details, accommodation plans, and emergency support information upfront.

7. Verify all candidate documents before submission: Double-check passports, apostilles, police clearances, degree certificates, translations, and name spellings to avoid embassy rejections.

8. Avoid unrealistic job offers or salary structures: Low salaries below local market rates or vague job descriptions can trigger additional scrutiny from Ukrainian authorities and embassies.

9. Maintain strong corporate compliance records: Employers with clean tax records, labor compliance, and transparent operations generally face fewer permit issues.

10. Provide safe accommodation arrangements before arrival: Arrange verified housing in secure regions and share accommodation details with workers before visa processing.

11. Establish a 24/7 local support system together with RebuidlUA: Foreign workers should have emergency contacts, local coordinators, transportation support, and multilingual assistance upon arrival. Engage with RebuildUA earlier, as we provide such support to all our foreign workers

12. Create a structured travel logistics plan: Since direct routes may be limited, assist workers with transit planning, nearby airport access, Schengen transit requirements, and border crossing guidance. RebuildUA is here to help wherever possible.

13. Use reputable recruitment agencies only: Avoid intermediaries or agents outside Ukraine, that may create fraud concerns or submit incorrect documentation. Coordinate with RebuildUA as we are a Ukraine based recruitment first with mission to help Ukrainian industry rebuild pre/post-war..

14. Provide clear pre-departure orientation: Educate workers about Ukrainian culture, climate, safety procedures, local laws, transport, banking, SIM cards, and emergency protocols. Engage with RebuildUA early, as we provide multiple trainings to foreign workers to integrate them with Ukrainian workers and in Ukraine in general, so they can work in harmony and teh most productive, ensuring value for your money.

15. Monitor local Ukrainian government authority's appointment availability continuously: Appointment slots may fluctuate rapidly. Employers should pro-actively track their schedules, appointments etc to file for Ukrainian work permits early on.

16. Ensure proper insurance coverage including war-risk clarity: Verify whether insurance policies explicitly cover Ukraine-related travel and medical support in the intended region of work.

17. Maintain active communication with RebuildUA during unexpected or unplanned delays: Long silence creates anxiety and dropout risk. Regular updates improve trust and candidate retention.

18. Prepare contingency and evacuation procedures: Employers should have relocation plans, emergency transport options, and communication protocols if regional conditions change.

19. Support document legalization in India: Ukranian employer's HR should proactively guide candidates through apostille, translation, police clearance, and university verification requirements to reduce administrative mistakes.

20. Build long-term employer reputation and transparency: Positive testimonials, transparent processes, clear salaries, safe accommodations, and ethical treatment significantly improve recruitment success and visa confidence for future candidates.

Q3: What languages do the Indian workers speak?

A: Hindi, English, and regional languages (like Pujabi in Punjab state).

Q4: Who handles worker accommodations and local transportation?

β–Ό

A: Due to inherent complexities in the beginning (for example: language barrier, local complex rental procedures, cultural shock, etc.), usually Ukrainian clients/employers need to take care of all accommodation arrangements, local transportation from the nearest Schengen airport ( for example Budapest,Hungary) to the workplace location, and at least one-way flight ticket for the foreign workers.

Q5: What happens if a worker does not meet client's expectations?

A: If a worker doesn't meet client's expectations within the first 90 days of standard probation period, we can mutually discuss the next steps; which may include, but not limited to - feedbacks, re-trainings, warning, replacement arrangement at possibly additional cost depending upon the root causes, handover between outgoing and incoming workers if needed, graceful separation of outgoing worker etc.). The cost of replacement can be negotiable, meaning either both parties share the cost 50% or if a Ukrainain client has already ordered 30+ workers, in that case RebuildUA can arrange one replacement Free of cost to Ukrainian employer. Our rigorous selection process attempts to minimize such occurrences, but we stand ready to address any unexpected issues.

Q6: Are the workers insured, and who handles medical emergencies?

A: We consider that foreign workers' health and safety is our joint responsibility and one of the top priorities. All foreign workers should be provided with comprehensive health and accident insurance, arranged by their Ukrainian employer, in compliance with local laws and international standards.


In the event of a medical emergency, we work closely with the Ukrainian employers to ensure that foreign workers receive immediate necessary medical care, including First Aid support on the spot.

Since Ukraine is a large country and work locations may be spread across vast Western and Central regions, the Ukrainian employers are responsible for providing "initial" basic medical response and first aid on-site.

The factories/work location must have a valid and unexpired First Aid kit with all necessary basic medical support accessories.

The Factories/Workplace should also be equipped with Fire Extinguishers, nearby.

The Ukrainian employers should organize regular fire drills for their own Ukrainian employees as well as for the foreign workers, jointly, to raise awareness about the emergency evacuation plan, fire safety basic and basic team building etc.

RebuildUA will also try to provide limited support inside Ukraine throughout the foreign worker's settlement journey.

Q7: Can the Ukrainian clients extend a worker's contracts, if needed?

A:Yes, worker contracts can be extended based on project needs. We recommend notifying us at least 90 days in advance, before the existing Ukrainian work visa expiry date to ensure smooth visa extensions and continuity, in compliance with the local Ukrainian labor laws.

FAQs for Foreign Jobseekers/Workers/Employees

Q1: I am an Indian citizen and willing to explore job opportunities in Ukraine and Europe. How can I apply?

A: Foreign workers from India can submit their application
1. either on our "Jobseekers" page directly
2. or by contacting one of our vetted Recruitment Agents (RAs) in India. All of our RAs are registered at the Emigrate portal of the Government of India, Ministry of External Affairs (GOI-MEA).

Note: As of 2026, RebuildUA has carefully selected only the top 20 RAs out of a total of approximately 2500 registered Recruitment Agents (RAs) in the entire India. ( roughly less than the top 1% RAs). This is to maintain the highest possible quality standards of the workers as well as the best possible welfare services provided by the Indian RAs to the workers during work visa/travel/onboarding training arrangements in India.

Q2: How is the accomodation arranged in Ukraine?

A: Accommodation in Ukraine ( & Europe) is arranged by the Ukrainian (European) employers. Workers usually share apartments or housing units near the construction/factory/manufacturing/agricultural or work site. All shared accommodations usually include basic amenities such as bedding, bath, a fully/partially furnished kitchen, and basic internet access.

Q3: What about language barriers?

A: While professional fluency in the top European languages ( German, French, Italian, Spanish, Polish, Ukrainian, Dutch & Romanian ) or in English is not mandatory for most of the open positions; we fully understand that language can be a concern for many workers arriving in a new country, atleast in the beginning. To support the foreign workers:

1. We usually assign workers to teams led by Ukrainian/European supervisors, who speak English, atleast.

2. For a group of 10-20 workers at a remote site, RebuildUA can also consider to provide a dedicated translator (German-English-Hindi, French-English-Hindi, Italian-English-Hindi, Spanish-English-Hindi, Polish-English-Hindi, Ukrainian-English-Hindi, Dutch-English-Hindi, Romanian-English-Hindi). T&C applies.

2. We can also consider to offer basic translation support or access to language assistance tools as needed.

3. Popular tools like Google Translate or DeepL can help with basic communication during the initial period.

4. Most workers quickly become familiar with daily tasks through hands-on experience, visual guidance, and routine. Within a few weeks, you’ll likely feel more confident and need less translation.

Q4: How long are typical work contracts?

A: Most contracts are for an initial 12 months (1 year), with an option to extend further based on project needs and the worker's performance. Especially in Ukraine, post-war, we anticipate that most of our turn-key client projects may be extended each year, for even up to 15-20 years.

Q5: Is Ukraine safe for foreign workers?

A: Safety in Ukraine depends on the region and type of work. While active conflict continues near parts of Ukraine’s eastern border areas, many regions in Western and Central Ukraine remain stable and continue normal business, reconstruction, and economic activity. To ensure the well-being of foreign workers, our operations are based exclusively in secure regions far from active conflict zones. Foreign employees are provided with comfortable accommodations in stable communities where infrastructure rebuilding and development projects are actively progressing.

In addition, our local support and security coordination teams monitor the regional situation 24/7 using the latest safety tools, alerts, and intelligence resources. We maintain clear safety protocols, ongoing communication, and rapid support systems to help foreign workers feel informed, supported, and secure throughout their stay. Q6: How often can I send money home and how?

A: Foreign workers will be provided with assistance to set up simple and safe bank accounts. Most Ukrainian/European banks offer two (2) global debit cards (both can be Mastercard/VISA compatible). Foreign workers can use one for their personal local expenses in Ukraine/Europe. They can send a second plastic card by post to their family members abroad to be used by their authorized family members.
